1 st Central Network Meeting:

-Declaration of the establishment of the Central Network to gather all the efforts possible (governmental and civil ones) for a better care of street children.

- Coming out from this meeting with a declaration of the common principles that governs the relationship of the NGOs with each other on one side, and with the governmental agencies on the other side, with the aim of further continuation of the joint work on the street children issue, as well as for further safeguarding of the street children's rights to a better care, through providing and mobilizing all the community resources (civil and governmental ones) for their better care.

Recommendations of the First Meeting of the"City Initiative" Central Network
held on 12 October, 1997

1) More concern of the NGOs and institutions working with children doing marginal work to protect the children's life and to influence the decision-makers in Egypt by the power of the public opinion to strengthen the punishments and legislation's related to the protection of the children's life, in particular after the fatal accident of children working in the agriculture at Kafr El-Sheikh Governorate.

2) We recommend to the Minister of Education and the Head of the Illiteracy and Adult Education Authority to decrease the age of enrollment for the illiteracy classes to 10 years, with the aim of giving chance to the working children to have education in these classes within the framework of the integrated development programs for working children.

3) We call all the NGOs working with street children and children doing marginal work to solidarity, meeting and benefiting from the experience of the "City Initiative" Project and the participating NGOs in handling the problem - everybody according to his/her competence, since providing even one hour for the care of one child at each NGO may be a positive contribution to solve the problem.

 

Recommendations of the Second Meeting of the "City Initiative" Central Network :
held on 21 December, 1997

1) Consent, trust and love are essential in dealing with street children.

2) There is no contradiction between the cooperation with street children before or after being arrested by the police, as we know curative method as well as preventive method.

3) We call the non-governmental organizations to participate in the City Initiative project.

4) Any NGO wishing to change or add a new one to its activities may renew and amend its registration through declaring at to the Ministry of Social Affairs and the Regional Association.

5) We urge the Ministry of Social Affairs to issue immediately permits for immediate, temporary and fast shelter for the street children at the day-care centers who receive and protect them to enable the supervisors and specialists at these centers to contact the families and settle the child's circumstances.

6) Concerning the street children and children doing marginal work, we propose to study the possibility of receiving this group of children at the sheltering establishments and to take the necessary organizational actions for their care, in agreement with the authorities concerned, like the Ministry of Social Affairs and the Ministry of Labour Force.

7) The Ministry of Social Affairs should include in the projects of its annual plan the street children shelter homes, in addition to pushing the Social Cohesion Society to take their share in it through providing "winter aid".

8) For the street children a saving account should be opened at the General Society for Construction and Population through which the child may get a flat when he/she will be ready to take the responsibility.

9) Birth Certificates for Unregistered Births should be made for those children who had not got a Birth Certificate before.

10) A document should be prepared to safeguard the rights of the working child and the workshop owner. Attention should be paid to the return of the child to the school or to the illiteracy class.

11) Attention should be paid to the girls working at workshops.

12) We should continue the coordination with the Juvenile Police. Media must continue its activity as it plays a vital role in raising the family awareness. Declaration of Principles
